Background

The Petroleum Industries Bill has been under consideration at the National Assembly for more than a year, amidst controversy over its commercial provisions and a great deal of lobbying from interested parties. There has been only limited public debate and a great deal of confusion because of the differing versions of the bill in circulation.

October 14 2010: The Transnational Crisis Project have produced a report: Granting Niger Deltans a "stake" in oil to reduce conflict which examines the issues.

Social Action, a partner of SDN, has been working to ensure that community concerns are taken into account in relevant sections of the massive bill. Their report on the bill can be found here and further reporting can be expected from them in the closing weeks of the consideration of the bill.

One key issue that has been raised by the Federal Government has not yet appeared in the bill but may be inserted at a late stage. In 2008 the Presidency proposed that communities would gain a 10% share in joint ventures operating in the Niger Delta but there were few specifics and the proposal has not been publicly updated.

The proposal outline prepared for the Federal Government can be found here. Meanwhile, Washington based Transnational Crisis Project have published an information paper discussing options for the Federal Government. Revenue Watch have also produced a report on the PIB and its implications.

Both Social Action and ICP plan to update their work in the coming weeks before the National Assembly resumes.
