Election Year 2007: A Critical Assessment. Summary There is a consensus among commentators in Nigeria that the pre-election period comes with significant risk of conflict. Analysis has predominantly focused on the question of stability without recognising that a window of opportunity to bring about positive change in the Niger Delta may open, briefly, after the 2007 elections. This opportunity for change will challenge both governments and company's ability and willingness to act. Failure to respond to this opportunity will increase the risk of a deepening conflict. "Quick win" economic development programs and fine words about the future are useful. For a sceptical constituency at the grassroots, however, the key test for all governments' and businesses' polices will be visible signs that things are changing for the better. That means the real prospect of jobs, and economic diversification away from oil to other local activities like fishing and agriculture. |
